planning
brief - prepared June 2000 by Fylde Borough Council on
the St Annes college site. The section relating to re-use of the
listed building reads thus:
|
| 7.1 |
The former college
building was designed as a school which is reflected in its internal
plan, its ceiling heights and thus its internal form. With buildings
of this nature the best way of preserving their continued upkeep is
one of finding economically viable uses which are at the same time
compatible with the historic integrity of the building. Given the
internal plan it might prove almost impossible to satisfactorily convert
the building into residential units because of the size and shape
of rooms, the associated ceiling heights and associated window proportions,
without serious harm to the integrity of the building's interior.
|
| 7.2 |
As the building
has always had public associations, it could quite readily convert
to provide "community uses" which could be mixed in nature and include
rooms for hire, performance space, gallery or exhibition space and
rented office or studio space. It may also be possible to utilise,
say, part of the ground floor for communal space to be associated
with a residential development. |
| 7.3 |
There is significant
interest from the public in securing a "community" use for the "listed
" building and any developer interested in acquiring the site should
show how any new build would relate to the retained listed building
and its associated uses. On a site of this size, it is considered
a reasonable requirement to require a planning obligation relating
to the retention, refurbishment and re-use of the listed building
element, as part of a comprehensive development of the site. |
